Once objectives have been set, the situation in the study area has been examined, and problems have been identified, the next step is to start developing ideas for solutions. Transport planners have available to them a wide range of measures that provide the means by which the objectives can be achieved and problems identified overcome. These measures include provision of new infrastructure as well as various types of traffic restraint, and “soft” measures to encourage modal shift.
